Profile: Charles Regini

Charles Regini is a Managing Director at Kroll Risk & Compliance Solutions. In this role, Chuck oversees the day-to-day activities of Kroll’s crisis management planning and response services, particularly the Kidnap, Ransom & Extortion response program and associated risk assessments, prevention, preparation, and planning services.

Chuck joined Kroll in 2011 after working as an independent consultant and program/project manager in the U.S. Intelligence Community.  He retired from the Federal Bureau of Investigation in 2009 after spending more than 21 years of distinguished service in a variety of investigative, intelligence, and management positions. Chuck was one of the hand-picked full-time hostage negotiators in the FBI’s Critical Incident Response Group, where he led the FBI’s international hostage/kidnap program, and became recognized as a subject matter expert in crisis-hostage negotiation.  He also was a team leader on the FBI’s Counterterrorism Division Fly Team, addressing terrorism incidents and intelligence and national security contingency operations across the globe. In the final years of his career at the Bureau, Chuck was selected as one of the architects of the FBI’s new intelligence capabilities, pursuant to the post-9/11 organizational reforms in the FBI, and is recognized by colleagues as an expert in domestic intelligence operations.  Chuck is also an Adjunct Professor in American Military University’s Security and Global Studies Department.

Professional Experience

• Directed contractor support for the Department of Energy’s Office of Intelligence and Counterintelligence.
• Led the standardization and reorganization of FBI field intelligence resources and capabilities to enhance production of intelligence for leadership operational and resource decision-making.
• Developed and refined FBI hostage negotiation protocols and practices.
• Trained and led FBI Special Agent and law enforcement hostage negotiators across the world.
